The financing comes from the State budget and a counterpart fund of the Him Lam Corporation.

The project, which is planned for completion in the next two years, includes the construction of a six- lane overpass over a roundabout 40 metres in diameter and railways running from Gia Lam to the Yen Vien railway station and the Duc Giang gas depot.

Flanking each side of the overpass will be underpasses of the Hanoi – Dong Dang railroad, including two 3.5-metre underpasses for vehicles and two 2.5-metre underpasses for pedestrians. An area of over 15 hectares must be acquired for the project.

The Him Lam Corporation will receive priority to utilise 20 hectares in Duong Xa commune in Gia Lam district, 320 hectares in the Long Bien and Cu Khoi wards of Long Bien district and 135 hectares of alluvial land along the Red River.
